Must be 'cuz the DMV doesn't have his endorsement on file & he doesn't have proof of insurance!

Everything worked out for Brandon (sort of) - he still got a ticket for the expired tags, but since his license had the endorsement, that overruled what the DMV had on file, and he was able to get proof of insurance faxed to the Sherriff's office.
