That's when you say tell 'em too. But they didn't even try to calm her down. They let her act up. Falls under setting someone up for failure. She was retrained. This is just as bad as when the college student in LA got taz'd in the library for not leaving. Unarmed and not a threat. Video should be used in training for when not to use a tazor.
