Where can I get new piston rings installed?

Finally got my bike assembled with the new heads, and it's smoking like a chimney once it warms up. Did a leakdown test and all 4 cylinders are around 20-30%, with all the air escaping out the oil fill. This coupled with my 130 psi compression (178 is spec) and the smoking issue, I figure the rings are trashed.

So, my question is, where is a good place to get the cylinder walls checked, possibly honed, and get new rings installed?
