Auto shop -- What is this plate covering?

What is this?

Observed this metal plate at an auto shop. There weren't any drains in the shop. They used to have below-ground auto lifts. Now it's all above ground. What is this plate covering? (More importantly, what is the white gunk all around it, but I doubt we can answer that...)
