No, it just says the information is not available. It doesn't say he doesn't have any scars or tattoos.

Look at the list of aliases - the final one is VERNON RAYMOND WARD, which the the exact name the judge calls when his case comes up. They look identical and are both from Broward County, FL. That's just a few too many coincidences for me.
