Helicoil or retap

I had a bolt break off in the shifter an dnow need to get it out. I already broke a screw extractor in it so I can't go that route. What would be a better way to fix it, helicoil or retap it? What kind of bit would be better to use since I have to drill the extractor too?

Dude that sucks. That is the shift drum which I'm guessing is hardened steel.
I'm guessing you may be better off replacing the shift drum. They aren't that much and could be easier in the long run.
