YEP, clicked the link and sure enough
"If they went green with LED lights, they could cut that bill down to $10,680."

I'm just glad I don't have any neighbors that go all out, we have lights nothing crazy and we have them on a timer...same with the other peoples...so they only are on for a few hours. If that was my neighbor...might have to cut some wires (they get pretty annoying shining light into others homes).
