So a friend of a friend is looking at getting her first bike and learning to ride. She's married to a guy on Carson but they're currently separated.

For some reason it seems to me that military and their dependents get the BRC for free, seeing as it's a requirement to ride on base, but I could be wayyyy off. So I'm looking for some input. Am I insane, or did I manage to remember something actually useful?

It's up to each installation's safety office. When I was stationed at Buckley, the base paid for the MSF Basic Rider Course for active duty only. Dependents and retirees had to pay for their own classes.

BRC at Fort Carson is full up for months last I checked. I ended up taking the MSF course from a local agency that was $150. To my knowledge, dependants are not paid for by the military anyway.
