April 12 open lapping & MRA licenses school?

Says sessions are run in 30 min. segments on HPR website. Does the licensing include lapping in open session or is that class time? How often do you need to re-license to race?

Seasions are split into two groups, MRA School and Public. You will ride with your instructor for every MRA session and then talk with him or her during the public session.

I think the rule is three years since your last license requires you to take the school but you have to re-license every year that you want to race.
