Taken from the 08' MRA rulebook:
License:order to have their credentials reinstated.
F. Racers having held novice racing credentials that go an entire race season
without competing in at least one event will be required to attend an MRA
approved rider’s school or arrange to be evaluated by the New Rider Director in
Race number:
B. A racer must participate in 3 or more race weekends of the MRA season eventswith the board to have their number retained for the next season.
in order to reserve their number for the next season. If they do not participate in
3 or more weekends, their number is considered open and will be given out on a
first come, first served basis the following year. The racer may file a request

Assuming that you completed your new racer certification last year......
Your new racer cert is good for three years. If you don't race with the MRA (or any other org) within that time you will have to take the class over again. So you should be good to go to sign up this year
Your number will be recycled since you didn't compete in three races in 08. However, if you get your license app in quickly the chances of someone grabbing it are slim.
