when it comes to women having scars, I do like smaller scars cause it can really give them some character. if it is a big "looks hindering scar" it doesnt really matter to me, a scar doesnt make a beautiful person ugly.

Scars on a girl, is something I don't care about. I think somebody said it best in another thread, when they portrayed it something akin to "having lived". So yeah... I can get down with a girl who has a few character marks.
Tats however, should be used sparingly. Small and discrete is fine. You start going haywire though, and the natural beauty of the female body begins to become diluted, IMO.
Even if it's pretty artwork, it can become graffiti on an otherwise very attractive form.

Scars... tats... piercings... no problem (within reason)
Scars - no worries. life is not about being put on a shelf and remain untouched a porcelain doll.
Tats - I've got them, would be a bit hypocritical to say I wouldn't date a woman with them. That being said, all things in moderation. I dated a girl who was covered in dragon tattoos... not exactly a "bring home to meet the parents" kind of girl. The most recent x had multiple including a killer back piece. But she could fit in to a conservative world with no issues. Her tats were for her and no one else.
Piercings - some things need boundaries. Pierce what ever the hell you want, but damn... keep them out of your face. I'm not talking about nose or eyebrows (if people even still do this one), but lips, cheeks, whatever else... no thanks.

I need photographic evidence before I can acurately answer this question.
It all depends on scar. If it is a chainsaw across the face scar, maybe not, but if it is a going through the barbed wire fence while learning to ride a dirtbike on the family farm scar on the arms, legs or torso, that's cool. I like tats if they are good quality, well placed and have some sort of meaning behind them.

Oh yeah, and just to clarify, there isn't a cut and dry answer. It all depends. I also look at how a person acts, what kind of attitude they have and if they order a glass or drink straight from the pitcher...........

Well first of all, never settle. I picked out the one I wanted and kept the folder with all of the images for over a year before I decided to get the work done. My belief, not a rush decision. Take your time and get what you know in your heart that you will love.
