Do you believe it's an over-reaction or merely an attempt to get more money because they simply don't understand the concept of limited government? I go with the latter...

California is liberalism on parade. Big government run amok, with zero accountability and an entrenched bureaucracy. Anything they can do to get a couple more dollars to keep their fairy tale going a few more months before it comes crashing down. This is just a convenient excuse to bilk the US taxpayer out of some more coin.

The government of CA is bankrupt. The only way they can secure any $$ for relief if there is a major outbreak is to declare a state of emergency. this opens up the Feds funds to them.

They will do whatever they can to get money.
