If he's waiting on the title from the DMV, have some patience. They are notoriously slow at everything they do.

He hasn't taken any money from you, so he's not trying to pull a fast one on you. It sounds like he's at the mercy of the government bureaucracy.

I was waiting for title 18 months , becouse owner of vehicle vaporized and i lost bill of sale , but i was driving without title on his plate with my insurance . Even got cought by trafic police for expired plate ,that costed me $25 in court .And the car is now officialy mine
