    Naa he shouldn't be allowed to touch a bike for the next 5 years. What he should be doing is washing the Performance Cycle building with a toothbrush while wearing a sign with his smiling photo from the cameras.

    I'm surprised the Police haven't pushed him to give up the other guy (I'm actually sure they have).

    Down in Pueblo he'd get a ticket for Theft, and then the Judge would decide punishment. However, if it were me, I would have spoken with the store about how well these two are connected, since I'm sure they're friends. Push the one to give up the other, and if he doesn't I'd tack on False Reporting, for knowingly making a false statement to authorities which interferes with the performance of their lawful duties. So essentially he pays the fines for his friend that he wanted to protect. Works for me!
