Real answer is to try to find one from the pound that you like. We rescued a Australian Terrier and he is a great little dog.

Are you stuck on a small dog? If not, a full sized (not italian!) greyhound might work too... not that I'm biased either

My first English Bulldog actually did live in a apartment for about a year with no issues. They are very lazy dogs and don't require much exercise. Just try to rescue one if you do choose this route because it is a shame people are over breading these dogs to make the $2000 fee they are now charging. As much as I love Bulldogs I would have to rescue now: older and wiser.....
I rescued one I found on Craigslist when his owner died in war, so they are out there to rescue. Jim (uglydogracing) has also rescued a few himself and we could both help you if you choose this breed).

We have two Cavalier King Charles Spaniels. They are pretty cool little dogs.

Shih tzus are amazing for small space living quarters. They're the largest of the small breeds, weighing in at about 10-14 pounds. They have a lifespan of about 14 years or so. Hearty, durable, and more than content to run a racetrack around your furniture for exercise, you won't need to worry about walking them on a regular basis, so long as you play with them inside. If you keep 'em in a "puppy cut", their hair (not fur) will stay super soft and won't require very much maintenance.
If allergies are an issue, this is a great breed to consider, as their hair does not carry the same type of dander that fur-based dogs do. They also do not shed much at all in the traditional "holy crap, there's dog hair everywhere" sense. The hair basically gets trapped in their coat, which does necessitate brushing once or twice a week. But with the puppy cut, it seems like they don't really require much brushing at all except when it starts getting close to time for another grooming.

+1 on the adopt a dog. Both my current dogs were orphans, and my female pit/lab/shar pei is one of the best dogs I've ever had. (Nobody really knows what she is, she's just Missy and wears pink ribbons while my 2 year old tries to ride her around the house.)

We rescued a pair of Westie/Yorkie littermates. They're about 20# each. They were fine in the apartment for 3 years. They are better now in the house with yard but still require stern control at all times... f'n terriers.
I suggest crate training any apartment dog no matter what.

And lest there is any confusion, crate training is NOT abusive or neglectful. Having a "den" of sorts that a dog can go to when tired, stressed out, etc. is very assuring to them. The added bonus is that they won't see it as a form of punishment (when they're grown) when you need to leave the house and don't want them destroying shit.
No doubt. Wiener dogs are HORRIBLE. I hate them with a burning white hot fiery purple passion. I'd rather have roaches.
And congrats on the new family member, mak. I do hope for your sake (and the dog's) that he is "apt friendly". =)
