    best rates on electricity?

    What are the options in the hills for power?
    Who has the best rates?

    Is there more then 1 or 2 options?

    I think it's either Black Hills or Colorado Springs Utilities if you're in the Springs. I have Black Hills but nothing really to compare it to.

    Dunno, I tried searching the web but not finding a whole lot.
    Had 4-5 in Houston to choose from.

    Texas is a deregulated state, so you had a choice of providers. Colorado is regulated, you're stuck with whoever provides power to your area and the rates they charge. No shopping for best rates in this state.

    Texas is "somewhat deregulated", we had no options in Austin because municipal owned utilities were exempt from deregulation. Most states do not have "deregulated" markets for utilities.

    Our bill for the house in Austin after we moved up here and only going back about once a month while trying to sell it was about $50.00 a month with our electricity and water adding up to about 2.00 a month, the fees were just ridiculous. We had one option in Aurora, Xcel and it is significantly cheaper than Austin Energy and Texas Gas Service combined plus we don't have 6-8 months of summer and running the A/C 24 hours a day which helps with the bill.
