Yes I agree that they should've given you a warning/pass this time considering the circumstances, what they witnessed, and if you were so polite, honest, etc. Problem is the law is on their side. And if it came to trial, they can argue that you should've just slowed down enough (not speed up) to safely merge behind the both of the doucher vehicles.
OR just miss your opportunity, let it go, tough shit, and turn at the next opportunity. Either way you're probably in the wrong. Sucks, but if you want, talk to a lawyer and see what they say...
