Who actually commissioned that study & paid for it? Was there a point where people sat down, were passed a prospectus that something to the effect of "We need $400,000 (or howevermuch it was) to spank people and record the results, cool?" and then turn around and say "well, I see nothing amiss here, let's give you $400,000 and get you to spanking!
