Effect can be used as a verb as well: i.e. "To effect changes in policy, I am declaring the government to be illegal, and appointing myself Emperor.".

It's not 'in' as in 'non' but as 'inclusive' or 'including'.
English isn't a pretty language since it's derivative of several major and different language families, and the combinations don't always work.Flammable and inflammable both mean capable of burning. The word "inflammable" came from Latin inflammāre = "to set fire to," where the prefix "in-" means "in" as in "indoctrinate", rather than "not" as in "invisible" and "ineligible".
Nonetheless, "inflammable" is often erroneously thought to mean "non-flammable". This safety hazard has been avoided by the use of flammable on warning labels referring to physical combustibility.
