CC's in different bikes are not all equal. XR400 is almost the same as a DRZ400 which is not a powerful bike at all, probably around mid 30 for HP. 450 YZF or CRF are pushing 50 HP.

for some reason honda xr 400s are hard to find though.

81' CB900f... the oldy
11' CRF250R..FOR SALE
74' MR50......the mini
87' VFR700...the daily ride
XR probably a good choice for a noob trail rider as they are air-cooled, so no radiators to bust/replace. I vote for plated.

What about this guy? Better or worse then WR 250 F?

About the same, would be a good choice if you can stomach green.
If you look at it see if the exhaust has a spark arrestor and check the right radiator, might be bent.

I like it, and you can change the seat cover for less green if you want.

Ok I was on the phone with the OHV dept and am confused as ever. I was told you need an OHV sticker on ANYTHING you take onto trails, plated or not. OK I get that; a fee for use system. So what constitutes a trail? Unmarked singletrack or anything with a brown sign? Are CR## numbered roads trails? FS## numbered roads? And if I don't have a sticker on my truck, I can only get as far as the trailhead?
BTW the lady also told me to get the blue, non-resident sticker.

A rock solid bike would be a KDX200 I'm looking at that as a possible addition. I would say my XR650R but its a big bike although more then capable of doing shit.
Yep, if say you are running single track or Quad trails you need a OHV sticker even on a plated bikes. I now also sport the sticker its only $25.25 so not a huge deal. One USFS Ranger I talked with said the plain is to even patrol Jeep Trails in 5 years as everyone will need a sticker...he rolled his eyes and said it never be enforceable as for one they are a 9-5 organization and trying to explain to Grandpa from KS how they are suppose to have a sticker is going to be pointless.
I think how the Forest service should handle this is that the rangers should have stickers. Maybe charge you an extra $10 for hassle fee and watch you apply it to the vehicle in question.
Anyways YES, you need a OHV sticker.
Well, with 2 bikes AND the truck it adds up.I now also sport the sticker its only $25.25 so not a huge deal.

I've argued that point what about people with many motorcycles for themselves. The response is typically "if you can afford multiple motorcycles then you can afford to OHV sticker them all". I then point out a lot of people don't have multiple $10,000 bikes but multiple $1,000 used ones. Only response is "oh". Again for most they see it as YOUR WEALTHY SO YOU CAN PAY THE EXTRA MONEY...which is total BS.
I think how it should be done is like the National Park Pass. a nice hard plastic credit card sizes pass you keep on your person and is good for YOU so if you own 1 or 10 bikes your good to go. Maybe have that option as a more expensive option but then less hassle to try and remember to sticker all your bikes.
I think up to a certain size/age there should be no OHV stickers because you want new people to join in on the sport.
All my dirt miles and I have ran across 2 Rangers who both were in their vehicle and just looked to see if I was plated. I have yet to run across a ranger out in 717, Rainbow Falls or any other area.

I have only one dirt bike, but you do get two stickers (just a thought). We've been checked a couple times but not very closely, like you said.

There's plated DRZ400Es, XR400s and KDX200/220s out there for only a couple hundred over a non plated one. Get one of those if it's your first trail bike. I've ridden heavy pig 4strokes and Motocross 2 strokes and I prefer the 2 stroke but they're harder to ride than a "trail bike". Here in CO they make it pretty easy to convert any Dirtbike, but it'll probably cost you more to do that than buy one that's already plated.
