Lookout Mtn is fairly uncongested on a weekday, except for the cyclists.
Bear Creek, Pleasant Park, Deer Creek makes a nice loop.

You could also check out rollins pass. That's a pretty nice jeep road, but it's an out & back, not a loop.

I ended up doing Idaho Springs to Central City and then up towards Yankee Hill. Got stopped by snow towards the end around 10,000 feet.
