Effect can be used as a verb as well: i.e. "To effect changes in policy, I am declaring the government to be illegal, and appointing myself Emperor.".

It's not 'in' as in 'non' but as 'inclusive' or 'including'.
English isn't a pretty language since it's derivative of several major and different language families, and the combinations don't always work.Flammable and inflammable both mean capable of burning.
